September 10, 2018 | Irvine, CA —The City of Arlington Texas City Council approved and has signed a contract with e-PlanSoft ™ (e-Plan) for their complete cloud-based solution for electronic plan review, e-PlanREVIEW® (EPR) includes e-PlanSoft™ public-facing portal “goPost”.
The Request for Proposals (RFP) was issued on March 21, 2018, with various eplan check vendors participating. The final evaluation on the RFP came down to two firms, e-Plan, Inc., dba e-PlanSoft™ presenting on their recently released software e-PlanREVIEW® (EPR) and Avolve Software Corporations presenting their software ProjectDox.
An evaluation team comprised of City staff evaluated and scored the submittals on weighted criteria that included the functional and technical requirements, the vendor’s experience within the permitting and electronic review area, quality assurance, project management, and the overall cost.
In a statement released by City staff to Arlington City Council:
Both firms were invited to interview, upon completion of the interviews and product demonstrations, it was determined that the proposal submitted by e-Plan, Inc., dba e-PlanSoft™, was the most advantageous, and offers the best overall value to the City based on the relative importance of price and other criteria established in the RFP. Added value of Electronic Plan review will be realized in the following areas:
- Streamlining the plan submittal process via electronic plans submittal, which will reduce paper waste, and the expense & inconvenience of printing and shipping multiple copies of construction documents,
- Allows concurrent reviews by City staff, significantly reducing review turnaround times, and will support a consolidated corrections list that clients can use to track and respond to comments,
- Will facilitate more complete and comprehensive plan check comments as well as provide feedback on areas where submittals are consistently in need of correction or focus,
- Provides a better overall experience for applicants, owners, developers, and contractors as they work with the City to complete construction projects.
The electronic plan review solution will integrate with the AMANDA permitting system. Plan review system applicants will be able to: Apply for building, engineering, planning, and fire system permits online anytime, Save time and money by submitting documents and plans online electronically, Pay permit fees and deposits online, Monitor the progress of their project’s plan review online, Receive consolidated comments from City plan review staff electronically.
