For Immediate Release | Irvine, CA: The City of Manteca, California’s City Council approved on Tuesday, March 17, 2020, the contract agreement for e-PlanSoft™, providers of the Innovated Electronic Plan Review Document Management Software, to provide their software and implementation services that would satisfy The City’s entire functional and technical requirements that were set forth in an RFP issued in 2019. Most importantly with the current issue of COVID-19, e-PlanSoft™ will implement in just 4 weeks their cloud-based solution, e-PlanREVIEW® (EPR), designed specifically to meet the needs of The City by providing a seamless experience for applicants to submit plan review documents and supporting attachments electronically and access corrections directly from their web browsers.
After a competitive review of proposals that were submitted, The City of Manteca chose e-PlanSoft™ and signed a software-as-a-service (SaaS) agreement that includes licenses, hosting and related professional services and support of the solution. Cross-system data exchange of accurate information is critical to the success of the City’s Building, Planning, and Engineering Departments who currently serve 770,000 residents, issuing roughly 4,000 permits each year and having an expected growth rate of 56% for the coming year. The City of Manteca also requested that the new electronic plan review software be able to:
- Position the City to meet its current and future strategic objectives.
- Make information easily and broadly available to internal and external consumers of data.
- Streamline the application and permit approval processes and eliminate bottlenecks.
- Minimize manual processes, reduce paper, and increase usage of automation wherever possible.
- Automate manual tasks and improve permit efficiency.

- Promote the adoption of best practices and the development of policies and procedures.
- Provide intuitive systems that are easy to navigate.

Deployed in e-PlanSoft’s Amazon Cloud, e-PlanSoft’s market-leading EPR solution will not only help to support the current needs of The City that were requested in the RFP but will promote an automated workflow that will help with project collaboration in real-time, reducing the needs of outside factors. These solutions will drive efficiency with updated processes and improved timeliness, accuracy and consistency of data.
Additionally, EPR will support The City’s transition to the cloud, a critical enabler of achieving aggressive growth goals, sustainability, transparency and incorporating value-added services in the long run.
“e-PlanSoft will play a critical role in ensuring the city departments have the deepest level of insight and real-time collaboration all while providing a seamless, undisrupted workflow that will positively influence the applicants and The City,” said David Avila, National Sales Director of e-PlanSoft. “Strong electronic versioning tracks the plans throughout the entire submittal lifecycle and creates an audit trail viewable by administrators of the system.
