Irvine, CA – July 1, 2015 – The City of San Antonio (COSA), Texas’ Development Service Department recently announced an ordinance authorizing a contract with Accela, Inc. to provide the City with a Comprehensive Land Development, Permit, Inspection, Licensing and Compliance Management Software System including Electronic Plan Review using e-PlanCheck.
The City’s vision for this project is: “To enhance the customer experience with land management, development and code enforcement services as well as other permitting and licensing functions of the City.” This new system will allow the City of San Antonio to move from a segmented, departmental approach of service delivery, to a customer centric business model. To obtain a Certificate of Occupancy the customer will submit a single application for all necessary permits required in a “One Address, One-Stop-Shop” fashion – rather than interacting with various departments individually and sequentially. The new system will support the case coordination performed by COSA staff through automated workflow developed based on business rules, consolidated and integrated cashiering functions, and true end-to-end accountability. The future state vision is to replace the existing combined systems with a single, integrated solution that supports the key departmental functions.
A major component of this new system is Electronic Plan Review which will enable the COSA development services department to take in electronic documents online and perform plan reviews without printing a sheet of paper. The functionality within e-PlanCheck includes the simultaneous reviewer collaboration and markup of plans, sharing of revisions with the customer, overlays and identification of changes between versions of plans, and managing workflows for the review process. An electronic plan review component will provide the City of San Antonio the ability to electronically accept digital development plans, make them accessible to appropriate reviewing authorities, while also providing version control capability to enable parallel review and markup online, and approve and/or provide feedback to applicants. This will allow for parallel processing of plan reviews and increased collaboration between different reviewers.
e-PlanSoft™, the online provider of Electronic Plan Review solutions, and Accela will work together on this integrated solution. The integration combines e-PlanSoft’s e-PlanCheck with the Accela Civic Platform. e-PlanCheck will be incorporated with the City’s permitting software and public portal. Together, these products will enable a powerful web-based concurrent plan review solution that provides extensive markup, comment and signature functionality for documents submitted online. e-PlanSoft™ will enable the City of San Antonio to implement the fully integrated e-PlanCheck’s service and enable citizens to conveniently submit permit applications online for plan check from the comfort of their own home, 24-hours-a-day / 7-days-a-week.
